Paper Abstract:      The present work intends to conceive a conceptual model of software to be fitted in portal/web that allows to the management and dissemination of the knowledge of inserted communities in the project of Digital Inclusion of the City of Florianópolis. It is of utmost importance to inside make the conversion of the knowledge of these communities, reducing the cost of information. To reach this objective, a strategical concept of the community needs to be developed, aiming at the knowledge. To give emphasis to the knowledge, services and projects, identifying a common objective, making use of the knowledge of some sources and to create a system of real contacts and exchanges experiences. The application of IT directed toward the partner-economic development that matches to the empowerment of these involved communities in the project.
